José Leandro Martínez-Cardós is a consultant-partner at the firm and specialises in Administrative Law, Arbitration-Procedural Law and Aviation and Maritime Law. A practising lawyer. Senior Counsel to the Council of State. Military Justice Corps. Doctor of Law and of History and Geography. Holds a degree in Law and in Political Science and Sociology. Qualified in Public Accountancy and European Union Law. Associate Professor of the Legal Practice School of Complutense University of Madrid.
During his career spanning over 30 years, José Leandro has had the opportunity to advise many of the most important companies in the country and has represented them in numerous legal and arbitration proceedings. Moreover, he has acted as secretary of the Board of Directors for many commercial companies and been Legal Counsel to the Société Internationale de Télécommunications Aéronautiques (SITA).
José Leandro has extensive and successful experience in arbitration, whether of law or equity. He is an arbiter of: the Civil and Commercial Court of Arbitration since its establishment in 1988; the Court of Arbitration of the Madrid Law Society; the Construction Arbitral Tribunal and the Public Procurement Arbitral Tribunal of the European Association of Arbitration (AEADE). Likewise, he has been an ad-hoc arbitrator in many proceedings.
Since 1987, José Leandro has been an Academic of the Royal Academy of Jurisprudence and Legislation. Member of the Spanish Chapter of the International Insurance Law Association since 1988. Member of the Spanish Group of the International Society for Military Law and the Law of War. Member of the Editorial Board of the Procedural Law Journal and the Spanish Military Law Journal. Consultant to the General Law Journal and the Digital Law Review. Chair of the Law Society of the Council of State.
Finally, in relation to his educational activities, José Leandro has been Associate Professor of Administrative Procedures and Adversarial-Administrative Jurisdiction at the Legal Practice School of the Law Faculty of the Complutense University of Madrid since 1985. He has lectured at several universities, spoken in numerous courses, seminars and conferences and is the author of many books and articles dealing with diverse themes such as: Foreign Investment in Spain; Public Authority Material Liability; State Liability; Public Services; Public Procurement; Compulsory Purchases; Maritime Law; Land and Real Estate; Technical Regulations; Transport and many more.
